Unlike most food plants, it is classified as a fluoride hyperaccumulator, meaning it draws fluoride from the surrounding earth and concentrates it in leaf tissue at levels far exceeding what exists in the ground itself (Zhu et al., 2019). The mechanism is driven by root absorption, with fluoride moving upward through the plant and concentrating most heavily in older, more mature leaves. Studies confirm that up to 98% of a tea plant’s total fluoride concentrates in the leaves. This is why tea grade is a reliable predictor of fluoride content, independent of tea type.

Standard black tea bags follow, with averages in the 2.73 to 3.40 mg/L range. Loose-leaf black tea consistently measures lower, partly because of the larger leaf particle size and slower extraction, and partly because of the higher leaf grade typically used in loose-leaf production.

Oolong tea falls in a middle band, and fluoride in green tea follows a similar pattern, with averages typically around 0.59 to 1.37 mg/L under standard brewing conditions. Finer-ground leaf particles, the kind typically found inside tea bags, extract more rapidly than whole or large-leaf formats, which is another mechanical reason bags tend to produce higher-fluoride cups than equivalent loose-leaf teas.

The water source contributes as well. Brewing with purified or filtered water consistently produces lower fluoride concentrations in the cup than tap water does, and this effect compounds meaningfully across multiple daily servings. The right steep time for black tea is relevant for more than flavor, it turns out. Keeping your steep in the two to four minute range for most black teas is one of the simplest adjustments available, affecting both the cup’s bitterness and its fluoride content in the same direction.

Who Has More Reason to Pay Attention

For most healthy adults drinking two to four cups of reasonably sourced tea daily, fluoride from tea is unlikely to pose a meaningful health concern. The groups with more reason to consider it carefully include the following.

Children who drink tea regularly have less buffer between their normal daily intake and the weight-adjusted upper threshold. Adults who drink five or more cups a day using inexpensive tea bags and fluoridated tap water as a sustained pattern over years are accumulating more than lighter drinkers, and the compounding effect is real. People with kidney disease or reduced kidney function are in a notably more sensitive position, since fluoride is primarily cleared through the kidneys and impaired function leads to gradual accumulation. Anyone already receiving fluoride supplementation, or living in an area with naturally occurring high groundwater fluoride, should include tea as a line item in their overall exposure picture rather than treating it as incidental.

This is not an argument against tea. It is an argument for drinking it well-informed.

Adjustments That Genuinely Make a Difference

For most people, a few practical shifts are more than sufficient to bring fluoride from tea into a sensible range without overhauling anything.

Moving from standard tea bags to whole-leaf or higher-grade loose-leaf tea is the single biggest lever. It affects fluoride content more than any brewing variable because it changes the leaf grade at the source. Using filtered water instead of straight tap water in regions with naturally occurring fluoride lowers the base exposure coming into every cup. Keeping steep times within a standard range rather than leaving bags soaking for extended periods limits unnecessary extraction without affecting the enjoyment of the drink. And for anyone drinking very large daily volumes, being aware of the cumulative contribution from all fluoride sources together provides a more accurate picture than any single source can offer alone.

Fluoride in tea is a real and quantifiable part of daily intake. With the right knowledge, it is also a manageable one.

The Bottom Line

Tea remains one of the most healthful daily rituals available. Knowing about fluoride in tea doesn’t change that. It refines it.
